Creating Value with DHA’s Capital Programs Team

Over the last 34 years, Tim Lott has worked alongside DHA and its committed Capital Programs team to provide and expand the inventory of affordable, quality housing and access to supportive resources across North Texas. 

As the vice president of Capital Programs and a certified developer with the Texas Department of Housing and Community Affairs, Tim is responsible for leading and directing the construction of public and affordable housing for DHA.

Currently, DHA is making advancements in the development of eight new properties scattered across Dallas County. DHA is focused on pushing these projects forward over the course of five years while working alongside valued community partners.

DHA focuses on making each capital program partnership positive for all parties involved while keeping DHA’s mission top-of-mind. The agency strives to provide the best price possible, minimizing change orders for partners and initiating timely, regular payments within 10-15 days of job creation. 

The Capital Programs team works diligently to modernize and maintain affordable housing and supportive resources for the communities the agency serves, specifically in high-opportunity neighborhoods. DHA is the tenth-largest public housing authority in the nation and provides affordable housing opportunities for more than 55,700 people through public housing developments and Housing Choice Voucher (HCV) programs.

In addition to the HCV program, DHA owns and operates over 6,000 rental housing units across 40 developments including public housing units and mixed-income communities.

Most recently, DHA announced the opening of a new affordable housing development for Dallas seniors. The 260-unit property, The Oaks, is a multi-family apartment community located at 630 S. Llewellyn Avenue in Oak Cliff. DHA partnered with Volunteers of America National Services (VOANS) to redevelop the site to provide both affordable and market-rate housing for seniors. 

“This project came to fruition through our partnership with Volunteers of America Texas and VOANS,” says Lott. “DHA owned the plot of land and built the foundation from the ground up through this valued partnership. In turn, we will provide hundreds of seniors with much-needed affordable and quality housing.” 

Tim and the Capital Programs team want to continue to work closely with developers, contractors, architects and engineers to create, modernize and maintain affordable housing across North Texas.
