Rent Reform for Housing Choice Voucher Families

Take the Resident Survey

Moving to Work (MTW) is a demonstration program that allows public housing authorities to design and test innovative strategies to help their local residents find employment and become self-sufficient, and increase housing choices for low-income families.

MTW allows PHAs exemptions from many existing public housing and voucher rules and provides funding flexibility with how they use their Federal funds.

DHA will submit an application to join the MTW Expansion program, which will evaluate alternative rent policies designed to increase resident self-sufficiency and reduce PHA administrative burdens. If accepted to the program, an independent research team will work with HUD and DHA to assist in implementation and evaluate the effects of the alternative rent polices.

We need your input and participation! Here is information on upcoming resident meetings and public hearings where you can make your voice heard about affordable housing policies and programs.

Currently, families in the Housing Choice Voucher (HCV) program pay their rent based on their income. If a family’s income increases, their rent portion increases as well. DHA recognizes that this current rent formula may make it difficult for families to utilize their increase in income to enhance their quality of life. As DHA considers changes to how rent is calculated, we want to hear from you. Please take our short survey to will help us understand your preferences.
