Debbie Quitugua

Director of Capital Technical Programs

For over the last decade, Debbie Quitugua has been an instrumental part of DHA, Housing Solutions for North Texas, and its Capital Programs team. The DHA Capital Programs team works to create, modernize and maintain affordable housing and supportive resources across the seven North Texas counties the agency serves, including Collin, Dallas, Denton, Ellis, Kaufman, Rockwall and Tarrant.

Debbie joined DHA over 32 years ago as an assistant planner. In 2003, Debbie shifted from her role at DHA to work in the private sector with a financial advisory firm. There, she assisted public housing agencies to develop affordable housing in places such as New York City, Puerto Rico and Monterey County, California. 

As a member of the consultant development team, Debbie worked with the New York City Housing Authority to help close one of the largest public-private partnership tax credit bond deals in United States history. The transaction, funded by the American Recovery and Reinvestment Act of 2009, provided approximately $400 million in initial public and private funding for the modernization of more than 20,000 public housing units and contributed an additional $65 million to $75 million each year in federal subsidies for ongoing operations. 

Debbie assisted the Puerto Rico Public Housing Administration to close the largest low-income housing tax credit project in the history of the program. This included the procurement of $235 million in tax credit equity combined with $485 million in tax-exempt bonds to finance the modernization of 4,100 housing units.

Debbie returned to DHA in 2011 as director of Capital Technical Programs and has acted as a key leader working closely with developers, contractors, architects and engineers ever since. In her role, Debbie is directly responsible for affordable housing development. She is passionate about providing housing opportunities to low-income families to help them reach self-sufficiency and giving seniors a comfortable place to live.

Most communities across the nation, including North Texas, are experiencing an affordable housing shortage. Debbie and the Capital Programs team strive to be a part of the solution to this crisis. Debbie is grateful to be a part of the team that is working to modernize and maintain supportive resources for the communities that DHA serves.

Debbie attended Texas A&M University-Commerce where she earned a Bachelor of Science in both political science and English, along with a master’s degree in public administration.
