Housing Quality Standard Inspection Amendment

DHA is committed to providing quality affordable housing solutions for the families it serves. As part of this process, DHA conducts Housing Quality Standard (HQS) inspections of each unit registered in the Housing Choice Voucher (HCV) program. The HQS inspection protocol is established by the U.S. Department of Housing and Urban Development (HUD).

HUD recently approved DHA’s request to amend the federally established HQS inspection protocol to incorporate aspects of the City of Dallas’s Code Compliance Chapter 27 Housing Standards. In collaboration with the City of Dallas, DHA is currently drafting language to modify its HCV policy—known as the “Administrative Plan”—to incorporate the new HQS inspection standards. We will provide additional information explaining the new HQS inspection protocol in the near future to landlords who currently lease to our clients.

We strongly encourage all landlords to comply and timely resolve any and all city identified code deficiencies to not jeopardize the abatement of future Housing Assistance Payments. In the future, DHA will abate Housing Assistance Payments to landlords/property owners that the City of Dallas cites for a code violation/s if the violation/s is not timely mitigated and/or if property owner fails to take reasonable steps to abate non-compliant conditions.
