Moving to Work (MTW) is a demonstration program that allows public housing authorities to design and test innovative strategies to help their local residents find employment and become self-sufficient, and increase housing choices for low-income families.

 

MTW allows PHAs exemptions from many existing public housing and voucher rules and provides funding flexibility with how they use their Federal funds.

DHA will submit an application to join the MTW Expansion program, which will evaluate alternative rent policies designed to increase resident self-sufficiency and reduce PHA administrative burdens. If accepted to the program, an independent research team will work with HUD and DHA to assist in implementation and evaluate the effects of the alternative rent polices.
