As the DHA director of finance, you play a key role in accomplishing the agency’s goals, serving as good stewards of government funds. You will work directly with the CFO to manage and direct the financial and accounting operations of the agency, from designing accounting systems and processes, managing collections and payments to regular reporting and audits.

Key Responsibilities

  • Assess and design accounting systems to ensure effective and efficient recording of transactions.
  • Monitor compliance with operating procedures and internal controls and evaluate and recommend changes to established procedures.
  • Manage cash flows, collections and payments.
  • Provide information to the leadership team on revenue streams, costs and margins, and share insight on ways to improve operational efficiency.
  • Prepare and review financial statements and general ledger accounts.
  • Manage end of month reporting and year-end audits.
  • Serve as the team leader for the accounting staff members and support their professional growth and advancement.

Knowledge and Skills for Success

A successful director of finance has…

  • a knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies
  • an understanding of generally accepted accounting principles and generally accepted auditing principles related to public sector financial administration
  • a knowledge of Federal and state grant and special fund accounting regulations, procedures, and accountability standards.
  • experience managing complex accounting and budgeting systems
    an adeptness in understanding, interpreting and applying accounting standards and procedures, and applicable Federal rules and regulations
  • composure while working under the pressure of deadlines and navigating complex obstacles that may arise
  • a high-level emotional intelligence and the ability to build strong working relationships with coworkers, business partners and the members of the communities in which we serve

Qualifications

  • Bachelor’s degree in Accounting
  • Five (5) years of accounting work experience
  • Five (5) years of Public Housing accounting experience with a large housing authority or a government entity and a minimum of five (5) years of supervisory experience.
  • CPA license, tax credit or bond experience preferred
