CAPITAL PROGRAMS

DHA’s Capital Programs team works closely with developers, contractors, architects and engineers to create, modernize and maintain affordable housing and supportive resources for the communities we serve. There are approximately 4,000 DHA-owned units throughout Dallas.

As North Texas continues to expand, having affordable housing keep pace with the broader market is essential to the health of our economy. Most communities in the nation including Dallas is experiencing an affordable housing shortage. In Dallas, there is a shortage of at least 20,000 units affordable to persons with lower incomes (CBS DFW, March 2018). DHA strives to be part of a solution and we want to work with our real estate partners to find innovative ways we can help solve this challenge.

THE BENEFITS OF WORKING WITH DHA

For developers, working with DHA on real estate development/acquisition projects means that you can leverage our experience in developing large-scale projects, including the planning and financing. A core benefit of partnering with us is we offer property tax exemption for eligible projects that serve a ‘public purpose’, such as the creation of more affordable housing, among other criteria. And, DHA often works with financial institutions that are seeking to provide Community Reinvestment Act support.

As a recipient of federal funds, we are required to procure goods and services through a formal bid process. This includes architectural, engineering and construction services.

DHA is committed to working with Historically Underutilized Businesses (HUBs) and Minority-Women-Owned Businesses (MWBEs).

All of our bids, RFPs and RFQs are managed through our Procurement team.

PUBLIC-PRIVATE PARTNERSHIPS (P3)

For decades, DHA has successfully partnered with progressive developers who have a shared interest in investing in North Texas communities. A core part of our strategic vision is to establish more Public-Private Partnership (P3) engagements that will benefit North Texas and enable DHA to best serve our clients and residents well into the future.

DHA is currently seeking redevelopment proposals for seven of its properties, including prime real estate in Uptown, Oak Lawn and Oak Cliff.

We have also successfully worked with private developers and architects to build quality, affordable and mixed-income housing. We partnered with Fairfield Residential and BRW Architects to invest in establishing a vibrant mixed-income community at Lakewest. The Lakewest development includes affordable housing for seniors, community centers, retail and supportive services to enhance residents’ quality of life.

DHA welcomes business partners to share their ideas with us. We currently have several redevelopment projects including 650 public housing units and 146 acres of land that are open for qualifications submissions.

DHA evaluates the feasibility and ROI of each deal on its own individual merits. Some considerations may include: location, number of affordable units, services to the community and financing.

From time-to-time, DHA does issue a Request for Qualifications (RFQ). We select development partners for our Qualified Partner list from this review process. Architectural/Engineering/Construction partners are selected based on specific Requests for Proposals per project.
