HOUSING CHOICE VOUCHER PAYMENT STANDARDS

The payment standards schedule for Dallas is an extensive schedule which lists standards by zip code by the number of bedrooms. The standards are used by DHA to calculate the amount of the tenant share of rent and the DHA Housing Assistance Payment (HAP). The payment standards are based on the HUD published Fair Market Rents (FMRs).

HOUSING CHOICE VOUCHER WALKER HIGH OPPORTUNITY AREA PAYMENT STANDARDS

A High Opportunity Area is one with low poverty rates, high performing schools and a strong median income base. These areas have their own set of payment standards to encourage greater rental opportunities for Housing Choice Voucher clients to live in these areas. The Walker Voucher payment standards are based on 125 percent of the HUD published Fair Market Rents.

Tarrant County (Forth Worth, Arlington) also has a unique payment standards schedule.

DHA performs all the calculations to determine:

  1. Client affordability
  2. Tenant share of rent payable to the owner
  3. The amount of Housing Assistance Payment

These schedules are available for review as a matter of transparency.

UTILITY ALLOWANCE SCHEDULES

DHA prepares a Utility Allowance Schedule annually by unit type and the number of bedrooms.  The schedule represents an estimate of the amount of monthly utility expense the tenant is expected to pay. The total monthly Utility Allowance is added to the Owner’s requested rent to determine the Gross Rent. The Utility Allowance and Total rent are two variables in the HUD formula for computing the tenant’s share of the rent.

Neither the landlord nor the tenant needs to do anything with the Utility Allowance Schedule.  This schedule is for DHA’s use and is made available for review as needed.

IRS W-9 FORM

The IRS form W-9 is a form required by the U.S. Internal Revenue Service. The form conveys the owner name and taxpayer identification number on file.

The W-9 is needed by DHA to set up a landlord account in its system. Accurate information is needed from the landlord. DHA will send the owner a 1099 form at year-end reflecting the total housing assistance paid to the landlord for tax purposes. To ensure compliance with the IRS requirements, DHA will not send the initial payment until it receives the W-9.

HOUSING QUALITY STANDARDS CHECKLIST/INSPECTION FORM

HUD requires all dwelling units assisted through the Housing Choice Voucher program to be in a safe, decent and sanitary condition. This is determined by the Housing inspection. The HQS form/checklist is provided for review.

This Inspection Form gives you insight into what our inspectors will look for during this review process, so you can be prepared for your scheduled inspection.

This guidebook provides a very detailed overview of each of the Housing Quality Standards, including acceptability criteria.

DIRECT DEPOSIT FORM

DHA issues monthly rental housing assistance payments by direct deposit into the owner / or agent’s designated bank account. To set up your direct deposit for rent payments from DHA, fill out this form. DHA issues payments electronically to get the payment to you faster and more efficiently.

Please submit the Direct Deposit form with a voided blank check to sign up or make changes to your direct deposit account information. Depending on your bank, there may a 30- to 60-day bank processing period.

STOP PAYMENT AFFIDAVIT

If a Housing Choice Voucher client moves out of your unit, you must notify DHA of the move and submit a Stop Payment Request.

Any time a DHA Housing Choice Voucher client moves out of your unit and you are no longer accepting rent payments for that unit, a Stop Payment Affidavit should be submitted to DHA.

REQUEST FOR RENTAL ADJUSTMENT

This form is required in order to process any upcoming rent increases for your DHA Housing Choice Voucher tenants.

Return completed form to DHA at least 90 days prior to the end of the lease term; along with a copy of the notice of rental increase to your tenant. If approved, DHA will inform you of the effective date, to ensure that the tenant has 30 days’ notice of their increased rental portion.
